I'd never seen this name before reading Nancy Mitford's "The Pursuit of Love" and can only assume it's one of those funny English nicknames for something like Jasmine.

Jassy Radlett, a character modeled on author Nancy Mitford's sister Jessica and featured in "The Pursuit of Love" and "Love in a Cold Climate". She is very close with siblings Matt and Victoria and eventually runs away to America in order to marry an actor called Cary Goon.
"Jassy" was apparently also a 1947 British film about "a wild gypsy girl".
Children's author Hilary McKay has recently revealed on her website that character Caddy (short for Cadmium) has had twin daughters, named Jassy and Juniper. These characters are from the Casson family series, which are so funny it's a shame less adults read them.
