In Australia, Peta seems to have been popular in the 1970s as a feminine version of Peter, and pronounced the same way as Peter (Pee-tuh). Very often it was the first part of a double name, such as Peta-Lee.
When I saw this name, my first thought was the PETA, the animal rights group. Which is probably why it won't catch on in the United States any time soon.
