The name Tullia is also spelled "Tulia" with one "L". That is how I spell my own name. Tulia Gabriela Falleti, an author who write about Latin American politics, also spells her name with one "L". An internet search will show quite a few results with this spelling, including the name of a small town in Texas and Tulia Camacho, who was a professor at Georgetown University. Those named Tulia are usually of Latin American(i.e. Brazilian or Colombian)or Portuguese origin.
