I agree with the others that although the names share a similar letter combination they sound very different. I think Chloe, Hannah and Phoebe go nicely together.
I think Oliver is the name that would work best with a short surname. It's also the name I like best, and it goes well with Simon. I say don't let popularity change your mind if you truely love the name. There may be many Olivers, but they would not be your Oliver.
I would not use Theodore for the reason you already pointed out. Teddy might be a nice nickname when your boy is a small child, but not for growing up in my opinion. Why not just go with Theo as a first name or a variation thereof: Theoden or Feodor.
My favorite name for a girl is Emmaline, and for a boy either Jasper or Leo. So:
Jasper Moore OR Leo Edward
I like Beckett for a boy, but personally I would not use that name for a girl.
Girl: Bronte, Fallon, Hadley
Boy: Cohen, Quintin, Warren
