My first pronunciation was Latch-n (didn't read), but the next would be Lach-ten (like lactose). It's okay. It's good that it has significance for you.
I prefer Jacqueline, because I'm "tired" of seeing Elizabeth for a first name. But, Elizabeth as a MN doesn't bother me at all. But, I wouldn't call the baby Jackie. :)

I like August with Sebastian. That's a great combo. Some suggestions (but I really like August):

It seems okay in sound, but doesn't work as well for me. I do like Havilah, though. How about:
Melanie is fully contained in Madeline, so that would be a cute way to show sisterhood. :) I think that would work better if they were your only two children...but if you had another child, would you continue that (Lane, Neil, Lanie)? Natalie goes well with Madeline, though, and defeats the scenario mentioned above. Just my thoughts.
R0se Eileen and St3lla Marie are perfect together. They both sound vintage and classic.
Emilia seems too much against the simpler Stella.
Louisa R0se isn't bad at all, but I love R0se Eileen.
I still like Francesca with Stella...
Francesca - I LOVE this name. Though it has the same sound as Stella, I think they work well together.
Rose - Rose as a first name is a great choice, but I'm not sure it fits as well with Stella. Maybe Rosalina or Rosa?
Louisa - Louisa is really cute. Perfect with Stella. :)
Luke - I like Luke, but it seems a little too casual with Stella, IMO. What about Lucas or Lucian, nicknamed Luke?
George - Aww, George and Stella is really sweet. I love this combo.

I like Marie the best with Catherine. The Nathalie spelling makes me want to say "Nath-uh-lie", so it doesn't work for me (but the name is fine). I like Ann- names, but not Anne so much.

Aria Grace fits the best. It doesn't run (Mae), or repeat sounds (Reese). Other names:
Selene is pretty. I prefer it over Selena, and think it works. Reminds of me of "Serene" which is a good association for me.

I would use William, as that seems to "grow" more with the child than Liam.
