Honora Charlecote is the name of the main character in "Hopes and Fears" by Charlotte M Yonge, a novellist hugely popular in the 19th C. Miss Yonge was interested in Christian names, and often gave her characters unusual ones (she even wrote a fascinating and encyclopedic book on the "History of Christian Names", though it unfortunately didn't include a pronunciation guide).
Her novels are excellent though currently unfashionable, and "Hopes and Fears" is one of the best. I'm guessing, but the fact of its heroine's being called Honora could probably by itself account for the 1880s spike in the name's popularity.
There's no suggestion in the novel of any Irish connection, but pet names applied by the other characters are Honor, Nora and (by a 4-year-old boy) Sweet Honey, or Honeypots :-)
